3 things to know:
1. Open a fresh terminal before using php directly — PATH only loads in new shells. (The devtb wrapper finds C:\php\php.exe automatically so it works in any shell.)
2. WP function stubs added at includes/wp-stubs.php — the v3 PHP engine was built as a WordPress plugin and calls wp_json_encode(), esc_attr(), etc. Willie wired in
minimal CLI-safe shims. Load-bearing — don't delete.
3. Autoloader is classmap-based (PSR-4 mismatch in upstream code). If anyone re-runs composer install fresh, run composer dump-autoload --optimize after.

What changed under NEM 3.0?
Net Energy Metering 3.0 — officially the Net Billing Tariff (NBT) — replaced NEM 2.0 for California PG&E, SCE, and SDG&E customers interconnecting after April 15, 2023. It's the most consequential change to California residential solar economics since the 1996 Public Utilities Code first authorized net metering. Every new customer on the big three IOUs interconnects under NEM 3.0. SMUD, Roseville Electric, Lodi Electric Utility, and other municipal utilities run their own NEM-equivalent programs separate from CPUC rules. This guide explains what changed, why, who's grandfathered, and what design changes the new tariff demands.
What changed under NEM 3.0
The California Public Utilities Commission approved NEM 3.0 in December 2022 with a target effective date of April 15, 2023. The core change: export credits dropped from full retail rate (NEM 2.0) to the Avoided Cost Calculator (ACC) hourly rate (NEM 3.0). For typical PG&E residential customers, that's a drop from $0.30-$0.35/kWh exported value to $0.05-$0.08/kWh average, with peak-hour spikes to $0.40-$0.55.
